Sandra Palmen-Schlangen (born 17 February 1972) is a Dutch politician, jurist, and civil servant. She is a member of the New Social Contract (NSC) party. In November 2023, Sandra Palmen was elected as a Member of the House of Representatives. Later, from December 2024 to August 2025, Sandra Palmen served as State Secretary for Benefits and Redress in the Schoof cabinet.
Early Life and Education
Sandra Palmen was born on 17 February 1972 in Cuijk, Netherlands. She studied tax economics at the School of Higher Commercial Education in Arnhem from 1991 to 1995. Later, while working, Sandra Palmen also studied tax law at Leiden University from 1999 to 2001.
Career
Sandra Palmen began her career at the Ministry of Finance in 1997, working at the Tax and Customs Administration. Over her 26 years there, she became a team leader, policy advisor, and specialist coordinator.
In 2017, Sandra Palmen wrote a memo about people who were wrongly accused of fraud in the childcare benefits system. She called the treatment of families “reprehensible” and asked for compensation for victims. This memo, later called the Palmen Memo, was ignored at first but gained attention in 2020 when the childcare benefits scandal came to light. This scandal led to the fall of the Dutch government in January 2021. Sandra Palmen later testified about the issue in Parliament.
Besides her finance career, Sandra Palmen also became a judge ad hoc at the Administrative High Court in 2021 and started working as a marriage officiant in 2023.

Sandra Palmen joined New Social Contract (NSC), the party founded by Pieter Omtzigt before the 2023 elections.
